Promotion of knowledge society development by guaranteeing the right to information, freedom of expression and providing all and every inhabitant of Vilnius with information resources of the Library as well as stimulating the activity of regional municipal public libraries by integrating multinational community of the Eastern Lithuania region

Strategy of Development

• The harmonious and effective system of Library services accessible to all population groups has been worked out
• The infrastructure of information technologies coordinated with the aims and tasks of knowledge society development has been established
• The electronic database of the collected mass data created in the Library has been integrated into the union information search system of Lithuanian libraries
• The physical infrastructure of the Library premises has been arranged what provided the users with possibility of convenient, free and systematic work in the Library
• Strategic partnership of regional municipal public libraries promoting information technology development has been established and is constantly supported by the Library and other cultural institutions of the city and the region
• Professional skills and abilities of the employees of the Library and other regional municipal public libraries are supported and strengthened
